A Japanese man claiming to be Moto, of the International Police, is seized and murdered soon after disembarking from a vessel at Egypt's Port Said. Already in Port Said, Moto is conducting an investigation into a conspiracy against the British and French governments. The deceased man, a colleague, was impersonating him to throw the conspirators off his trail. Mr. Moto recognizes one of the conspirators as an agent of the British Secret Service; together, they both discover that the gang has mined the harbor in planning for the arrival of the French fleet. Their object is to throw the blame onto the British in the hope of starting a second World War. Written by Daniel Frankham
